Humans are social creatures. We have a need to belong somewhere. The most important group identities for which people kill and die are, in many parts of the world, ethnic, religious, sectarian, or clan identities. However, America tends to view the world as a collection of nation-states engaged in grand ideological battles, such as between capitalism and communism, democracy and authoritarianism, or the 'free world' and the 'axis of evil.' Therefore, we are often remarkably oblivious to the important role of tribal politics. Time and this ignorance have already adversely affected American foreign policy. During the Vietnam War, we viewed all events through the narrow lens of the Cold War and completely failed to understand that the Vietnamese 'capitalists' belonged to a despised Chinese minority. Every step we took to defend the free market turned the Vietnamese people against us. In Iraq, we surprisingly easily dismissed the animosity between Sunnis and Shiites. If we want to conduct a proper foreign policy, if we do not want to be repeatedly caught off guard or fight wars that cannot be won, the United States must begin to pay attention to the issues of political clan thinking abroad.
