Legal tools by which the state supports family and parenthood are a significant topic in politics and social sciences. The monograph describes the development of the legal regulation of the social security system, particularly focusing on non-insurance benefits, which are not linked to the previous insurance (and thus to the status) of the applicant or their family members. The introduction discusses the right to social security and the general definition of the social security system in the Czech Republic. Furthermore, it describes the development of the legal regulation of specific social benefits. The core chapters describe benefits providing assistance in the event of stressful situations, which are generally part of the family life cycle (birth of offspring, childcare, housing financing), as well as support in extraordinary situations (care allowance in case of health impairment, extraordinary immediate assistance, livelihood allowance). The author focuses primarily on the personal scope and amount of the benefits provided. For completeness, the last part summarizes the current state of the regulation of benefits of the insurance system of social security, represented by so-called social insurance benefits, and tax institutions as indispensable components of support for family communities.
