Zákon o obcích (obecní zřízení) - Komentář – Koudelka Zdeněk (2025)

The publication offers answers to a diverse range of questions arising from the application of Act No. 128/2000 Coll., on Municipalities (Municipal System). The authors of the commentary are lawyers working in the fields of administrative and constitutional law theory, and they also have practical experience with municipal systems as municipal officials, attorneys, and judges.

The commentary provides interpretative solutions to contentious approaches in the application of the Municipalities Act. A detailed and comprehensible interpretation of individual provisions is supplemented by an overview of carefully selected case law related to those provisions, as well as a list of related legal regulations. The case law section includes court decisions that were made under different legal conditions, if they are still applicable today. Selected references to related professional literature are also provided for individual paragraphs.

The commentary on the Municipalities Act has been written with the aim of making both the form and content as accessible as possible not only to the legal professional community but especially to officials and employees of municipalities, whose work requires knowledge of legal regulations and application certainty in their use.
