The publication provides a comprehensive interpretation of the Road Traffic Act, based primarily on the author's practical experiences and carefully selected case law related to the title law and related regulations, approached especially from the perspective of criminal law and administrative penalties. The fifth edition contains many significant changes. According to the reform of the points system, it is currently possible to assign 2, 4, and 6 points. For significant offenses, the point assessment has been tightened, while other offenses have been completely removed from it. The amendment also introduces an increase in fines and a driving ban of up to three years. The permitted speed has been increased to 150 km/h on selected sections of highways. A completely new regulation allows for the operation of a motor vehicle from the age of 17 under the supervision of a mentor. In the capital city, the agenda for handling offenses and deciding on the retention of driving licenses has been transferred to the offices of city districts. A detailed interpretation of individual provisions focused on possible ambiguities is supplemented by an overview of related legal regulations, as well as excerpts from the case law of general courts and the Constitutional Court, and opinions from the Public Defender of Rights.
