The collection of nine student papers addresses the challenges faced by constitutional law during the global pandemic. The need to radically limit social contacts in order to slow down or stop the pandemic led many states to declare some form of a state of emergency and to drastically restrict certain fundamental rights and freedoms, particularly the freedom of movement and residence, the freedom of assembly, the freedom to conduct business, the right to education, and others. The government's effort to respond quickly to the looming danger came into tension with some constitutional principles, such as imposing obligations only based on law. Constitutional law questions related to conducting elections during the pandemic are particularly sensitive; elections are an inseparable foundation of democracy, but at the same time, they pose a significant risk for the spread of the pandemic. The texts in the collection also address the risks of extraordinary measures in relation to freedom of expression and the subsidiarity of criminal repression.
