Beschreibung
The book President of the Republic examines this highest state authority from a legal perspective. It is the first monograph about our president since the book Czechoslovak President of the Republic from 1934. The book comprehensively addresses this office – from the election of the president to the oath, the security of the performance of duties, the residence and flag, to his responsibility, countersigning, and representation. The essence of the book consists of a section dedicated to the powers and rights of the president. Here, cases that have sparked legal or political discussions are also mentioned, such as the dispute over the ratification of international treaties, the appointment of judges, cooperation with the government, etc. The book expresses the view that the president of the republic is a significant state and political figure, not just a notary. The position of the president in relation to the government is determined politically as well as legally. If the government has weak parliamentary support, the influence of the president increases. If the government is strong, it also affects the actual position of the president of the republic. It is also crucial that our presidents have been prominent political figures. The forewords to the first and second editions of the book were written by the presidents of the republic, Václav Klaus and Miloš Zeman.
