The historical work of a professor at Boston University deals with the roots and directions of Beneš's foreign policy from the end of World War I until the Munich Agreement in 1938. Lukeš thoroughly documents the beginnings of Czechoslovak policy towards newly formed Soviet Russia and the consequences of its later legal recognition, as well as the difficulties faced by the Central European state and Beneš's foreign policy within the confines of an active Russian approach and a somewhat apathetic stance from the West. He addresses Beneš's role in the so-called Tukhachevsky affair, the reactions of various political groups following the Anschluss of Austria, the atmosphere surrounding the partial mobilization in May 1938, as well as various aspects of the policies of the Allies and the Soviet Union before the Munich Agreement. Lukeš's work is, in fact, a document about the rise and fall of independent Czechoslovakia.
