During the investigation into the death of a young boy who was struck by an unknown driver, Seattle homicide detective Tracy Crosswhite makes a surprising discovery: the suspect is an active-duty soldier stationed at a local naval base. After a key piece of evidence goes missing, he is cleared of charges at a preliminary hearing. However, Tracy knows that she cannot turn her back on such injustice, despite all the pressures.
