Under the constant surveillance of the Sybil system, every resident has their own psycho-pass, a device that determines the crime index based on stress and other factors. It is then up to the employees of the Public Safety Bureau to carry out the judgment that the system imposes on potential and actual criminals. In this prequel to the successful animated series from 2012, Shinya Kogami returns, an inspector at the Public Safety Bureau, who, along with his team, stumbles upon a case of illegal organ trafficking. However, with each new revelation, it becomes clear that the case is much more complicated than it initially seemed.
