The French ambassador is visiting London, and Toto and her friends are tasked with taking care of him. The visit is set to culminate in a tour of the Tower, where the most valuable treasure of the animal kingdom is hidden: the sacred diamond cat collar. But when the expedition arrives at the site, the collar is gone. Worse yet, everything points to Toto's boss Larry being involved... and it looks like the little cat is in on it too!
Toto finds herself in a real pickle. She narrowly escapes arrest and sets out to unravel the mysterious theft to clear her name. Together with her friends, she follows strange clues that lead them to a mysterious bookstore, Buckingham Palace, and finally to an underground rat city hidden in London's sewers.
