Inspector Renée Ballard encounters a DNA match in a case that has remained unsolved for twenty years. A recently arrested man is, according to genetic analysis, a biological relative of a serial predator. However, once further tests confirm the predator's identity, it becomes clear that the long-time terror of women in Los Angeles is a highly respected individual, whose arrest could easily jeopardize the careers of all members of the investigative team.
Meanwhile, Ballard is bringing a new volunteer (police officer Maddie Bosch, Harry's daughter) onto the team, who possesses a police badge and thus broader powers than the other members of the department. However, Maddie has her own agenda. She is using access to the investigative archive to solve a famous case, whose victims have been waiting for justice far longer than most others...
