In the first part, it presents readers with the general theory of social administration, outlines the genesis of current models of social system management, introduces the principles of management in social administration, and other key concepts necessary for understanding the contexts presented in the second part. Attention is also paid to the specifics of managing newly forming systems, such as protection against discrimination or the protection of the rights of foreigners.
