The publication offers a new perspective on the issue of voting rights for foreigners in municipal elections in the Czech Republic. It summarizes the results of research focused on the participation of foreigners in municipal elections, their attitudes and experiences, as well as those of representatives of municipal offices and state institutions. The main aim of the survey was to assess how foreigners actually exercise their voting rights in municipal elections. It seeks to answer questions regarding foreigners' attitudes towards the possibility of exercising voting rights, their awareness of voting rights, and the reasons that may discourage foreigners from actively participating in elections. The opinions and observations of foreigners are confronted with the views of mayors and municipal office staff, as well as relevant state institutions. Special attention is also paid to comparing the approaches of all EU member states regarding the possibility of foreigners exercising voting rights in municipal elections.
