Eighteen months have passed since the case of the Rag Doll. The horror of it still hangs over London, and Detective Wolf has disappeared. His colleague, Sergeant Emily Baxter, is facing another series of unusual murders – their hanged victims have the word "BAIT" carved into their chests. Similarly marked bodies begin to appear in New York, prompting the involvement of FBI special agents Damien Rouche and Elliot Curtis. As the body count rises, so does the media pressure.
