Since the beginning of the 20th century, debates have been ongoing in many countries about what and how to teach in elementary mathematics. It is commonly believed that elementary mathematics is simple, universally understandable, and easy to teach. The author demonstrates that teaching it well is not easy. Based on interviews with Chinese and American teachers, she analyzes examples of good and bad practices in teaching, uncovers systemic deficiencies in teacher preparation, and proposes specific steps for improvement. She arrives at clear conclusions: a teacher must thoroughly understand the content of the subject being taught; to improve students' education in mathematics, their teachers must have better knowledge of school mathematics and good conditions for preparation and lifelong learning.
