After department politics drive Los Angeles County Sheriff’s Detective Stilwell away from the mainland homicide desk, he is exiled to a quiet post policing rustic Catalina Island. While dealing with the drunken disturbances and petty thefts of his new territory, he receives a report of a body found wrapped in plastic and weighed down at the bottom of the harbor. Ignoring protocol and jurisdictional boundaries, Stilwell begins working the case.
