The Laws IV contain legal regulations for the area of building law, real estate cadastre, housing, fire protection and safety, land adjustments, expropriation, and the performance of the profession of authorized architects and related regulations. All legal regulations include amendments to the laws as of January 1, 2023. The primary effort is to reduce possible obstacles that could hinder the development of municipalities and regions. Given the inadequately long duration of the statutory deadline, it is often difficult for municipalities (especially smaller municipalities that do not have an administrative apparatus) to convey information about the restrictions related to the gratuitous transfer of land from state ownership when there is a change in the council, as the statutory condition is only enshrined in the contractual documentation.
