This manual builds on a series of twelve Handbooks for Electrical Engineers – requirements for basic professional competence, as well as a series of four Handbooks for Chief Electrical Engineers, forming a cohesive whole. It responds to new legislation (Act No. 250/2021 Coll. and Government Regulation No. 194/2022 Coll.). The manual, similar to the previous handbooks for electrical engineers, contains a logical overview of the fundamental knowledge of electrical engineering and the requirements for electrical devices, particularly from a safety perspective, which a qualified electrical engineer should know. It provides an explanation of the basic knowledge that is important for electrical engineers to recognize the hazards that may arise during the operation of electrical equipment and to be able to prevent these hazards in a timely manner. These hazards may not only pose a threat to individuals but can also endanger property and the surrounding environment. The manual is updated according to the standards and legal regulations in force at the time of its publication. The first part is based on simple and comprehensible fundamental relationships necessary for understanding electrical phenomena.
