EU member states will have to ensure, according to the European Union directive, by 2018 that new and newly significantly reconstructed buildings used and owned by public authorities are buildings with so-called nearly zero energy consumption. By 2020, this condition is to be met by all new buildings, including private ones. The Center for Economics and Politics responds to this further irrational activity of the European Union with a new anthology. In Part A, we publish texts from the seminar "Zero Energy Houses – A Brilliant Proposal or Absurd EU Regulation?" held on January 11, 2012. Pavel Gebauer, head of the renewable energy support department at the Ministry of Industry and Trade, claims that energy regulation of buildings is reasonable. Member of the European Parliament Ivo Strejček argued that the energy efficiency directive is the result of a long-term flawed policy of EU institutions and reckless commitments made by member states. Professor Karel Kabele from the Czech Technical University explained why the definition of a nearly zero energy house is completely vague.
