The book thematically follows the book Czech Parliamentary Culture, which was published in 2010. It critically evaluates the functioning of the Czech Chamber of Deputies from 2010 to 2021, particularly the chaotic meeting agenda, the impossibility for the opposition to raise its topics, susceptibility to obstruction, inflexibility of the legislative process, and overall inefficiency of parliamentary work. Based on the study of the rules of procedure and the functioning practices of the German and Austrian parliaments, as well as more general theoretical insights about parliaments, the author recommends reforming the rules of procedure of the Chamber of Deputies. The proposed reform should enhance the efficiency of parliamentary proceedings and resilience to obstruction while better allowing the opposition to raise its topics and contribute to a more attractive form of parliamentary debate. The book also takes into account the functioning of parliaments during the Covid-19 pandemic, court decisions on parliamentary issues, and some aspects of the work of the Czech Senate.
