At the beginning of the year 41, Rome is in turmoil. Sabinus and members of the Praetorian Guard, led by Sabinus's brother-in-law Clement, have assassinated Caligula and declared Claudius as emperor. To prevent chaos from breaking out, Claudius's freedmen Narcissus, Pallas, and Callistus are trying to restore order as quickly as possible.
