It is true that K. H. Frank was the de facto lord of the Protectorate of Bohemia and Moravia from 1939 to 1945. Throughout that time, he unsuccessfully sought to ensure that the political line assigned to him by Hitler – to maintain as much peace as possible in the entrusted territory and to ensure the operation of armaments production – was strictly adhered to, both through harsh repressive measures and a policy of "sugar." However, Frank would not have been able to fulfill his role without the assistance and backing of high-ranking SS officer Dr. Robert Gies as his personal secretary and later head of the ministerial office. Gies, Heydrich's man, was a powerful figure behind the scenes, a true "gray eminence," also referred to as Frank's "evil spirit." Both witnesses and historians agree that Gies was involved in all of Frank's significant actions and measures and was also behind the creation of key memoranda for the Nazis, signed by Frank, including one concerning the "final solution to the Czech question." Robert Gies was ultimately better informed about events in the protectorate than K. H. Frank himself, and his real power was immense. Gies was also behind the so-called cleanup measures carried out by the Nazis at the end of the war, overseeing the concealment of the "Štěchovice archive" and undoubtedly knew where items were taken from Prague...
