It provides a practical guide on how to prepare the owner's declaration, explains what legal entity and mutual relations the owners' association has with unit owners, what rights and obligations it has, and its powers and possibilities. It discusses in detail the competencies of the various bodies of the association, analyzes the management options of the association, and addresses the issue of non-payers. It includes proposals for the wording of the association's statutes – what they could and should contain. It clarifies the options for resolving issues related to convening and decision-making at meetings.
