This publication is a unique academic endeavor presenting the Union's approach to finalizing the ongoing cooperation of member states in the so-called Economic and Monetary Union, which is part of the European Union. It can be described as a transnational cooperation in which member states voluntarily relinquished their sovereign monetary and exchange rate powers in favor of the organs of an international organization. An integral part of cooperation in the monetary area is the coordination of economic policies with an emphasis on fiscal policy. In 2017, the Commission presented a proposal for further steps towards completing the Economic and Monetary Union. The publication addresses, in connection with the procedures outlined in this proposal, whether the planned completion of the Economic and Monetary Union will signify a fundamental change in the existing principles of cooperation and how the proposed steps and initiatives to complete the Economic and Monetary Union will affect the substantive format of intergovernmental cooperation within the existing international organization. It also answers the question of how the Commission's proposals and initiatives will modify the current tools of the Economic and Monetary Union.
