The book focuses on conflicts of interest as a decision-making problem in the performance of public office, where the public interest that a public official is supposed to promote or defend collides with their private interest. The conflict of interest for public authorities touches upon the very foundations of a democratic state, as it potentially jeopardizes the imperative that public power serves all citizens. ***** Following an introductory explanation of the concept of conflict of interest, the roles of the state, and the requirements for legal regulation of conflicts of interest arising from the Czech constitutional order, the author presents the legal and ethical rules regulating the behavior of public officials in the Czech Republic, including the issue of enforceability of those legal obligations that the law does not allow to be punished for violation. ***** Specifically, the author addresses the issue of the accumulation of the role of a member of Parliament with the role of a member of the councils of local self-governing units and the associated negative manifestations when adopting laws affecting the environment of local self-governments.
