The publication provides a detailed theoretical and practical analysis of the legal regulation of the general part of substantive misdemeanor law and misdemeanor proceedings. The second edition of the publication responds to changes in the legal regulation of the Misdemeanor Act and its legal environment. The publication highlights changed or new legal institutes and provides their interpretation. During the effectiveness of the Misdemeanor Act, a number of theoretical and application problems and contentious issues arose, to which the second edition of the publication seeks to find answers and offer solutions. It is based on a relatively rich case law of administrative courts and the Constitutional Court. Due to the close connection of misdemeanor law to both substantive and procedural criminal law, criminal case law and criminal doctrine are also included. The analysis of individual substantive and procedural institutes is supplemented with examples drawn from the application practice of administrative authorities. Issues such as the imposition of administrative penalties in cases of recidivism and concurrent misdemeanors, acting on behalf of a legal entity in misdemeanor proceedings, conducting summary proceedings and on-site proceedings, and reviewing decisions on misdemeanors are elaborated.
