The monograph focuses on the very current issue of the free movement of persons across the European Union. The author addresses both the positive and negative definitions of a Union worker, i.e., questions of who qualifies as a Union worker, what rights or obligations EU law brings to workers, and what obstacles workers migrating for work within the European Union may encounter. Furthermore, it discusses what falls under the obstacles to the free movement of workers and what is left to the regulation of member states. In connection with the negative definition of the term, the author distinguishes between the free movement of workers and economically inactive Union citizens. In this section, she thoroughly analyzes the expanding phenomenon of benefit tourism among Union citizens, where, due to the expansive jurisprudence of the Court of Justice of the EU, it is more advantageous and easier for Union citizens to obtain (and subsequently maintain) the status of Union worker in the host member state, based on which they can access generous social benefits in the respective member states (e.g., maintenance support while studying).
