The Administrative Court Procedure Act is important not only for the organization and functioning of administrative judiciary but also represents one of the cornerstones of a democratic rule of law and an essential part of the diverse mosaic of protection of subjective rights and oversight of public administration. The commentary is the work of a broader collective of authors who have long been involved in the activities of administrative courts and also operate in the academic sphere. For this reason, the book does not aspire to be purely practical or, conversely, purely theoretical, but rather strives to honestly combine both perspectives. The publication comes out in a year of revolutionary changes in our legal order. It fully takes into account the impacts of the new Civil Code. At the same time, it points to the so-called major amendment to the Administrative Court Procedure Act, enacted by Act No. 303/2011 Coll., which came into effect on January 1, 2012. The elapsed time now allows for its evaluation. The commentary extensively presents the current case law of administrative courts, which is still evolving and whose understanding is essential for a proper grasp of administrative judiciary and the protection it provides.
