The author analyzes the interactions between economic and social development, state administration, society, representatives of the economic sphere, and that part of the education system that was supposed to prepare qualified labor for the factory industry, crafts, agriculture, trade, and partially for services in an extensive monograph. In the chosen time frame, he uncovers the circumstances surrounding the establishment of vocational schools and extracurricular educational alternatives, the formation of curricula, and tracks the changes in the composition of the student body and the qualification profile of graduates. He records the response of the education sector to long-term and increasingly intense modernization processes, as well as to cyclical fluctuations in the economy and changes in the state's economic policy. The main contribution of the book lies in the broad application of comparison and in the connection of topics that have so far been studied separately. The author draws on an analysis of attitudes towards vocational education at the central, regional, and local levels. He further studies the engagement of the state, local and regional self-governments, professional organizations and communities, as well as a representative sample of specific businesses and individuals from the ranks of political and economic elites.
