In his first work on the history of international politics from 1957, Kissinger examines the diplomatic history of Europe from Napoleon's defeat in Russia through a series of international congresses from 1814 to 1822, to the anti-Turkish uprising in Greece in 1822, which definitively ended several years of declining British participation in European politics. At that time, European states attempted to build a new international order on the ruins of post-Napoleonic Europe, for the first time based on regular consultations and the effort to find unifying political principles.
