The third edition of a seminal work by an influential political scientist, historian, and former U.S. Secretary of State from 2014, in which the author presents a multifaceted, historically and politically grounded view of the world order. It shows that the roots of the current arrangement of international relations were first formulated in Western Europe nearly four centuries ago at the peace conference in Germany's Westphalia. The peace after the Thirty Years' War then reflected a pragmatic accommodation with reality and was based on a community of sovereign states that control their mutual ambitions through a general balance of power. The Westphalian system gradually expanded across the globe and incorporated a number of different civilizations and regions. The author traces how this balance system transformed after the French Revolution and the Napoleonic Wars at the Congress of Vienna and how other parts of the world dealt with its building blocks in relation to their historical, political, and cultural distinctiveness.
