When the American attaché in Turkey, Colonel Emmet Portman, is found dismembered in his apartment in Istanbul, special agents Vin Cooper and Anna Masters take charge of the investigation into his death. In the following days, Portman's colleagues begin to die horrible deaths. It is clear that a serial killer is on the loose. However, there are certain inconsistencies. Why does it seem that one murder was committed for religious reasons while another was not? Why are the murders apparently carried out with military precision? And why did someone tamper with Portman's email account and delete conversations from a few days prior? A lot of things don't make sense to Cooper - not least of which is Anna's plan to marry JAG lawyer Colonel Richard Wadding, whom no one who has ever come into contact with him refers to as anything other than Colonel Dumb Dick. Cooper and Masters must face attacks, pursuit, beatings, and being buried alive, all while traveling between Turkey, Iraq, Egypt, and Oak Ridge in the USA. It would be much easier for them to investigate if they would just talk to each other.
