Description
The book deals with the security policy of the European Union and, more specifically, that of one of its member states, the Czech Republic. It seeks to answer the question of whether there is a merging of internal and external security within the European Union, and especially whether the differences between the two most important security institutions – the police and the army – are being blurred. Whether the roles of the police and the army are merging at the level of the European Union, whether European integration encourages such a process, or rather hinders it, and finally whether there is a blurring of differences between the police and the army at the level of the member state. Based on case studies at the European and national levels, the author concludes that although a number of changes can be observed on paper, their practical impact is very limited. Visible changes are primarily caused by the emphasis on internal security issues, where activities previously considered part of external security are subordinated to the prevention of internal threats. However, essentially all visible changes can be easily reversed the moment the security discourse or political preferences change. The police and the army still remain two distinct components with different tasks and different ways of working.
