A loose continuation of the successful book Breviary of Positive Anarchy, which thoroughly examined various contemporary issues. The new title also addresses these issues, but this time from the perspective of two different layers – the elite and the people. The author introduces the title with the words: "I understand the elite as a group of people who, due to their power position, determine the course of life for the people. For this, they enjoy a certain respect and livelihood. The people are those others whose course of life is determined by the rulers. They receive knowledge from the mouths of scholars and are delighted by the creations of talented artists. However, if the elites impose attitudes, knowledge, and entertainment on the people that they fundamentally disagree with, do not understand, and do not intend to accept as their own, they grumble. In such times, books like this one emerge."
