For post-war (divided and unified) Germany, it has been, is, and will likely continue to be important to present itself on the international stage as a reliable and predictable partner, as well as a friend and often a helper to its allies. One of the most significant political tools for supporting mutual understanding between nations is foreign cultural policy. The Federal Republic of Germany has developed it into an extensive agenda covering a wide range of activities conducted almost all over the world. By exploring the foundations of today's German foreign cultural policy, which were laid in the 1960s and 1970s, we attempt to better understand the ways in which our largest neighbor and one of the most influential actors in world politics seeks to gain friends and partners.
