The main goal of the proposal is to fundamentally strengthen the rights of individuals and legal entities in the position of service users, i.e., "clients of public authorities," to receive services from public authorities electronically, i.e., in the form of a digital service. Serving users of the service by a public authority using electronic means of communication is a modern and efficient way to ensure the provision of services that are currently provided with the physical presence of the service user or their representative, distantly in paper form, or assisted through the services of public administration contact points. Currently, there is no comprehensive legal regulation of the status of service users when services are provided by public authorities.
