In 1939, Stalin came up with a new slogan: "200,000 pilots – 200,000 airplanes." This meant creating a new system for training pilots and mechanics. Besides personnel, it was also necessary to ensure a sufficient number of quality aircraft produced domestically and gradually become independent from the need to purchase from abroad. The Central Aero-Hydrodynamic Institute (CAGI) was established, along with other design offices. Foreign purchases had a significant impact on Soviet aircraft types and their production. These included entire aircraft as well as individual parts, especially engines. By 1939, the USSR had purchased over 700 different types of aircraft and around 60 licenses for their production.
