This textbook provides a comprehensive analysis of the demanding field of administrative penal law. In this third edition, the authors respond to changes in the legislation governing offence proceedings, including the status of persons directly affected by an offence, the protection of persons involved in offence proceedings, impermissible representation, the definition of subject-matter jurisdiction, procedural costs and the digitalisation of on-the-spot orders. It also reflects changes in the disciplinary liability of civil servants and university students, as well as new case law. The first two chapters describe the general foundations and theoretical basis of legal liability and administrative punishment.
